The initial process was fine.
The first car I was offered was a garbage Nissan Sentra. The dashboard indicators alerted me to a flat tire within a half mile of picking up the car. You could tell it had been driven hard already. I wouldn't give this car to my enemy. After returning to the rental office, I was given a Ford Fiesta. This car had four working tires, but had a horrible transmission that felt about to fail at all times. Hertz is not the cheapest option, you'd think they'd do a better job stocking their inventory with quality cars and not the worst of the worst.
